    • Preparation for the WPS
      • Key areas of consideration are Data Management Principles, citizen science (crowd sourcing), evolution of the GCI, and how best to exploit the GCI.
      • Raw data vs. data products. Raw data is big and has value to a limited audience. Data products are not too big and have value to a much wider audience. So, we need to consider different aspects of data, and not consider data as one thing. Let’s focus on a smaller pool of “useful” data.
      • AIP-7 will address applications to meaningful use data.
      • With the advent of focusing on data products and involving the private sector, we need to deal with commercial data products.
      • How do we move towards knowledge as opposed to data?
      • Need to move knowledge into the GCI.
      • Who creates the data products? Is it GEOSS or data providers, etc.?
      • Geo Label, semantic driven, not data driven.
      • Data providers can provide things like provenance, quality, etc., but few will do it. Need to make middleware smarter. Provide better ways to discover data.
      • Do we want the GCI to be a pathway to discovery or a provider of benefits to users (e.g. Google used to find Amazon, then not used again once Amazon is discovered). There are many missing components in the GCI if we are interested in citizens. Otherwise, we should just focus on global data sets. We should not want the GCI to be a discovery service, Google is better at that.
    • Data Management Principles Task Force
      • Introduced the idea of data management. Focus on usability.
      • Reference to US document about data documentation.
    • GEOSS in-situ Products and Networks
      • There needs to be a group like CEOS to harmonize in-situ data.
      • GEOSS is a much larger community than CEOS. Not sure GEOSS should form this. It will take many years just to get going. Maybe focus on large in-situ providers first.
      • Focus on domains might be easier to get going first. Use new and existing CoPs.
      • GEOSS should be used, but start small, on a case-by-case basis, and grow.
    • Evolution of GCI (mid-term)
      • Showed slides about improvements between DAB and GWP.
        • 2-step discovery with rresoect to collections and granules
        • Data access preview (map) and download (as is)
        • Data access improvement
          • Transfer datasets (currently implemented)
          • Visualize data (currently implemented)
          • Manage content (currently implemented)
          • Process data
          • Use a resource

        • Big discussion about DAB doing things in conflict with AIP. Push back saying that the DAB team will do things that they think are important based on previous work.
      • Certain people don't mind duplication of effort as long as progress is being made.
      • Secretariat takes responsibility for putting pressure on DAB and GWP teams to get things done. The board and AIP process is too slow, needs to get things done.
      • Secretariat was asked how it views the concept of a GEOSS Cloud.
      • Cartain people want to see recommendations for standards and arrangements in use.

        • Stefano: showed slides regarding the interoperability between ESRI/GIS Community and GEOSS
        • Interoperability between DAB and ESRI ArcGIS Online.

      • Barbara Ryan: politically, we want to be agnostic with regards to industry participants.
    • Community Portal Recommendations
      • showed slides, not much discussion
    • Short joint Board session on URR
      • discussion on current state of URR
      • discussion on migrating the URR from a registry to a GEOSS knowledge base
  • IIB Meeting (May 1, 2014)
    • all-day meeting in the morning
    • initial presentation was on AIP-7 plans
    • the remainder of the morning Steve Browdy was at the AIP-7 kick-off meeting. See attached Agenda for the topics discussed.
    • Doug Nebert gave presentation on proposed new registration process for GEOSS resources
      • Clearinghouse would go away.
      • CSR would have changed functioanality.
      • registration information provided via form and metadata file.
      • GEO Secretariat would provide oversight and accountability for registration timeliness.
      • no user interface to registration submitters, or others. Searching for registered rsource information would be accomplished through the GEOSS Portal.
      • SIF provided input to IN-03 regarding the new process.
      • IN-03, with the GCI providers, will finalize the new registration process.
      • IN-03 will update GCI Consolidated Requirements document.
    • Steve Browdy gave presentation on GEO Label, Single Sign-On, and Use Metrics

      • Discussion of GEO Label
        • reinforced the idea that this is a data documentation solution, realized by the GeoViQua project.
        • it was developed based on the original ST-09-02 goals, but not the actual work.
        • the content of the label is provided by data providers (through metadata) and users/experts (through feedback)
        • IIB had some suggestions:
          • use the facet completion of the label to have a ranking for discovery.
          • have user feedback moderated.
          • allow data providers to know when user feedback has been supplied, and to provide their own response to the user feedback.
        • IIB agreed to provide feedback to Steve Browdy and put this issue on the agenda for the next IIB telecon.
      • Discussion of Use Metrics
        • everything is in place in terms of agreed upon metrics (agreed upon by DSWG), and use cases.
        • AIP has not provided any organization to develop the component needed for Use Metrics.
        • suggested that if AIP cannot develop this component, then the GEO Secretariat should.
        • Steve Browdy agreed to deliver, via AIP-7 effort, a short software speification for the GEO Secretariat.
      • Discussion of Authentication and SSO
        • AIP-6 was successful in demonstrating a prototype federation for SSO.
        • AIP-7 will continue to expand the prorotype so that a full GEOSS-wide SSO federation can be realized.
        • OpenID has been deprecated, and is now OpenID Connect, which runs on top of OAuth.
        • Open question as to whether GEOSS should implement auhthorization in addition to authentication
          • could put a heavier burden on data providers to implement SSO
          • allows discrimination between users, with regards to resource access, which is not what GEOSS is supposed to be about.
